The Holy Justiciary is the military police force of Rome. It is responsible for finding, capturing, and punishing criminal soldiers and traitors, and maintaining the troops' loyalty to the Bishop of Rome. It is lead by Lord High Justiciar Charles Bismarck.

Charles Bismarck and his justiciars made their first appearance when they visited a military hospital in Rome to arrest Snowflake Booth, who had previously stalled Harold Montego long enough in England to allow Dugal Cain and his allies to escape. Ansed Booth and Alexander Theosus however managed to coerce Charles into consulting Dacarus Bartolt, who refused Charles permission to arrest Snowflake.
Later on, Charles discovered that Snowflake had secretly been communicating with the Rogue Inquisitors. He wished to arrest her, but Snowflake and her husband obviously resisted. As such they made a deal: Snowflake would come along nicely with Charles if her daughter, Melody Booth, would be picked up from London and brought to safety to Rome. Charles agreed, believing that Ansed would keep his word. However, once in London, Ansed allowed his wife and daughter to leave with Dugal Cain and the rogue inquisitors. Upon Ansed's return he was immediately arrested by an infuriated Charles, but Dacarus Bartolt was once again merciful to Ansed and as such he was released without punishment.
